Progress made on the recommendations of WPTT14

Purpose
To provide an update on the progress made in implementing the recommendations from the previous Working Party on Tropical Tunas (WPTT14), which were endorsed by the Scientific Committee (SC), and to provide alternative recommendations for the consideration and potential endorsement by participants.
