IOTC Record of Authorised Vessels and IOTC Record of Carrier Vessels (RCV)

Under Resolution 19/04 Concerning the establishment of an IOTC record of vessels authorised to operate in the IOTC area, IOTC Members and Cooperating non-Contracting Parties shall establish and maintain an IOTC Record of fishing vessels that are:
a) larger than 24 metres in length overall, or
b) in case of vessels less than 24m, those operating in waters outside the economic exclusive zone of the flag state,
and that are authorised to fish for tuna and tuna-like species in the IOTC Area (hereinafter referred to as ‘authorized fishing vessels’, or AFVs). For the purpose of this Resolution, vessels that are not entered into the record are deemed not to be authorised to fish for, retain on board, tranship or land tuna and tuna-like species.

Under Resolution 23/05 On establishing a programme for transhipment by large-scale fishing vessels, IOTC Members and Cooperating non-Contracting Parties shall establish and maintain an IOTC Record of Carrier Vessels authorised to receive tuna and tuna-like species and sharks from LSTLVs in the IOTC area of competence (IOTC RCV). For the purposes of this Resolution, carrier vessels not entered on the Record are deemed not to be authorised to receive tuna and tuna-like species and sharks.

    Purse Seiners/Supply Vessels Association

    Under Resolution 19/01 and Resolution 21/01 On an interim plan for rebuilding the Indian Ocean yellowfin tuna stock in the IOTC Area of Competence, IOTC Members and Cooperating non-Contracting Parties shall report annually, before the 1st of January for the coming year of operations, which purse seiners are served by each supply vessel.  This information shall be accessible to all CPCs via the IOTC website.

    IOTC Record of Active Vessels

    IOTC Members and Cooperating non-Contracting Parties with vessels fishing for tunas and swordfish in the IOTC area of competence, shall submit to the Secretary by 15 February every year a list of their respective vessels that were active in the Area during the previous year and that are:
    a) larger than 24 metres in length overall, or
    b) in case of vessels less than 24m, those operating in waters outside the economic exclusive zone of the flag State.

    IOTC List of IUU Vessels 

    A CPC in possession of information that one or more vessels have engaged in Illegal, Unreported and Unregulated (IUU) fishing activities within the IOTC Area within a 24 month period prior to the annual meeting of the Compliance Committee shall submit a list of such vessels to the IOTC Executive Secretary. Such submission shall be made at least 70 days before the annual meeting of the Compliance Committee using the IOTC Reporting Form for Illegal Activity (Resolution 24/03, Annex I).

    The IOTC Executive Secretary will take any necessary measures to ensure publicity of the IUU Vessels List adopted by IOTC pursuant to paragraph 18, or as amended pursuant to paragraphs 22 to 27, 30, 34, 35 or 36 in a manner consistent with any applicable confidentiality requirements, and through electronic means, including placing it on the IOTC website. Furthermore, the IOTC Executive Secretary shall transmit the IOTC IUU Vessel List as soon as possible to the FAO and to the other  organisations, listed in the sub-section below, for the purposes of enhanced co-operation between IOTC and these organisations in order to prevent, deter and eliminate IUU fishing.

    Lists of IUU Vessels of other Organisations recognised by the IOTC

    To ensure the effective implementation of  management measures aimed to prevent, deter and eliminate IUU fishing activities, the IUU Lists published by other Organisations are provided in the links below. Vessels that have been included in the IUU Vessels lists of these Organisations shall be included in the IOTC IUU Vessels List (unless any CPC objects).
