On the allocation of fishing opportunities for IOTC species

This proposal aims to:
1) Ensure a fair, equitable, and transparent system of allocation of fishing opportunities is developed in accordance with 2 and 3 below, and as shown in Appendix II and Appendix III.
2) Take into account the sovereign rights of IOTC coastal States, in accordance with the United Nations Convention on the Law of the Sea.
3) Support the long-term sustainability of the following IOTC species: albacore, bigeye tuna, skipjack tuna, yellowfin tuna, and swordfish.
4) Ensure the special requirements of IOTC developing coastal States, including Small Island Developing States (SIDS), are accommodated including food security and development aspirations, thereby promoting opportunities for economic development and development aspirations.
5) Detail Allocation Criteria based on the Allocation Principles.
