Abstract: 

This document is divided into two parts. Part One incudes the Indian Ocean Tuna Commission (IOTC) Catch Documentation Scheme (CDS) Concept Paper that includes an overall description and design of the IOTC CDS. Part Two includes the draft Resolution on an Indian Ocean Tuna Commission (IOTC) Catch Documentation Scheme (CDS).

The development of this document takes into consideration a range of materials with particular attention given to the IOTC Catch Documentation Scheme Strategy (Version 4.0), the IOTC Catch Documentation Scheme Strategy Companion (Version 1.0), the Developing a comprehensive MCS system and an electronic Catch Documentation Scheme for IOTC Consultant Report (2018), the Terms of Reference for the Catch Documentation Scheme Working Group (CDSWG) and the meeting reports of the CDSWG.

The development of this document also draws on the experiences of CDS development and implementation of the Commission of the Conservation Southern Bluefin Tuna (CCSBT), the International Commission for the Conservation of Atlantic Tunas (ICCAT), the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR), the development of the Pacific Islands Forum Fisheries Agency (FFA) Regional CDS Framework and the FAO Voluntary Guidelines for Catch Documentation Schemes (VGCDS).

The IOTC Concept Paper is the result of an assessment of the relevant material and provides a clarified, cohesive and logical approach to the IOTC CDS that responds to the intent of the IOTC CDS expressed over the last several years. The functional specifications proposed will ensure that the Objective and Goals of the IOTC CDS are achieved. Significant deviations from the design of the IOTC CDS risk creating a CDS that does not serve its intended purpose, is costly and creates undue burdens on IOTC Contracting Parties (CPs), Cooperating Non-Contracting Parties (CNCPs) (CPCs) and the IOTC Secretariat.
