Progress made on the recommendations of WPB10

To provide an update on the progress made in implementing the recommendations from the previous Working Party on Billfish (WPB), which were endorsed by the Scientific Committee (SC), and to provide alternative recommendations for the consideration and potential endorsement by participants.
