About the project: 

This project will support the implementation of the IOTC Regional Observer Schemes to obtain fine scale, high quality, and independent data from fisheries operations in the IOTC area of competence. Such information is critical to improve the understanding of the Indian Ocean fisheries resources and is particularly important where there are large gaps in knowledge, such as in the gillnet fleets, which account for a significant proportion of catches of IOTC catches. By developing a training programme, new technologies, standards and processes for observer coordinators and field observers, the project will tackle issues that prevent the collection, analysis and reporting of reliable observer data.

The results of this project will lead to improved capacity of observers and national bodies to implement the Regional Observer Scheme and collect information as required by IOTC with the aim to strengthen the scientific information and management advice for IOTC fisheries.

Project activities: 
  • Produce training packages for observer programme coordinators, including an observer coordinator manual a curriculum for observer coordinator training, workshop training materials and a set of template for coordinator use and development.
  • Produce training package for field observers comprised of a full set of tools and materials required for the training of observers to the level of competency agreed and accepted at the regional level, including an observer manual, a revised set of data collection forms, an observer training curriculum, an observer resource guide, workshop training materials, course assessment forms/tools.
  • Provide training and support for the implementation of the regional observer scheme in four IOTC member countries (Indonesia, Kenya, Sri Lanka and Tanzania), including the roll-out of new training materials, tools and technologies needed to establish an ongoing observer scheme.
