This project supports the scientific and technical requirements related to the development and adoption of a management strategy evaluation (MSE) procedure.

MSE is a simulation framework that evaluates the performance of alternative fisheries management approaches against a suite of prespecified management objectives. It is used to design, test, and select management procedures, also known as harvest strategies (decision rules that define how data will be used to inform management decisions). Since 2012, the IOTC has received the mandate to implement an MSE process. Establishing this approach involves a series of activities, and the project is focused on the following elements: developing candidate management procedures and operating models, as well as simulation testing of initial candidate management procedures.

The results of this project will promote the implementation of the precautionary approach through the use of MSE as a way to develop and evaluate management procedures for key tuna species in the IOTC area of competence.

Project activities:

Update the previous reference case operating models – simulation models that represent the key features and uncertainties of the fish population, fishing fleets data collection and management systems in forward-looking projections – for bigeye and yellowfin and establish robustness case operating model scenarios if appropriate.
Evaluate a suite of candidate management procedures to identify a range of options that perform in line with the management objectives defined in IOTC Resolution 15/10, and the tuning objectives identified by the IOTC Technical Committee on Management Procedures.
Present the updated operating model specification and revised management procedures to the WPTT and WPM in 2019 and 2020 for review.
Update the operating models and candidate management procedures in relation to the WPTT and WPM feedback and present the initial management procedure evaluation results to the TCMP for feedback in 2020.
Revise candidate management procedures in relation to TCMP feedback, and present revised operating models to the 2019 and 2020 WPTT and WPM for review.
Prepare a final report on the state of the operating models and candidate management procedures for consideration at the TCMP in 2021.
